Webhook support#179

I want to be able to set a webhook where weglot events are sent to.

This will enable me to:

• Create a slack notification everytime a new translation is detected and requires approval.
• Create notifications on who approved what translation

This would be a requirement to upgrade plans.

I’d like to be able to know about new segments or segment updates, to change the status of new segments based on scores from a machine translation quality prediction API, like ModelFront.

That would let us control which machine-translated segments actually require human post-editing, or which human-post-edited segments actually require additional human review.
